I'll suggest that you do you image tweaking BEFORE uploading to eBay. For minor tweaks (cropping, resizing, minor color adjustment etc) you can use a free program like irfanview before uploading to eBay.

For more complex work, photoshop (costs money) or Gimp (similar but free) are good choices but have a fairly high learning curve.
