Is there any way to report a Buyer that hasn't actually purchased anything from you? A potential Buyer sent me a seriously low-ball Best Offer on some high end shoes, less than 3% of the asking price. Normally I respond with something. But this time I simply declined the offer with no response. Now this person is sending me vulgar and inappropriate messages.
How do I report this user?

If you have a store.
First, put them on your blocked buyer l;ist
Then
Go to Seller Hub. Under Shortcuts click on "site preferences". On the page that opens scroll down to Buyer Requirements. On the far right is an edit button. Click that. On the bottom, of that page is a check box next to the line Don't allow blocked buyers to contact me. Click the box.

Sorry to hear, nobody should have to put up with that for any reason. Not the person making a low ball offer or the person refusing it.
I could be wrong but I don't think you can from messages any more. I think the only thing you can do is put them on your block list.
Hopefully if there is a way to report them some one will come along with the answer to help.

If you block them, you can usually check that you don't want messages from them.
Sadly, eBay will probably consider this a personal issue and will not do anything.

Buyers will still be able to contact sellers through the seller's profile page or the seller's feedback page. Blocking buyers from contact on the Buyer Requirements page blocks contact ONLY through item listings.
There is no way for a seller to completely block all buyer contact options.
eBay staff has confirmed this is the way the contact system has intentionally been designed.

But don't open the Messages in the first place.
