Buyer filed dispute and eBay settled in his favor.. item was shipped and received I cannot find a way to dispute the settlement. Every link just takes me to another page that doesn't let me enter the dispute. I've "contacted" eBay several times w/o any return contact. How do I get to a person instead of their robots?
unwilling to list anything again until I can get resolution.

Are you saying that the buyer has opened an item not received claim and that, for some reason, you're unable to enter the tracking # into the dispute? Seems odd.

Have you tried the appeal function in the case?
Bots decide the original case but appeals get human eyes on them.
Failing that you can reach out to eBay on their business Facebook, with a message not just a post on their page..

go into the contact ebay section and choose that you are a seller needing help with returns. You should then receive the option to talk to someone. That is what I do every time I need to talk to a person, which either helps me or I have to do the same process until I finally get someone who helps
