If I make offer and u accept, it charger's me right then. If u make me an offer and I accept them you can invoice for combined shipping and I can pay. If this is to much of a hassle, I fully understand. Thanks

Theoretically you can turn off instant payment required requiring payment for offers and it might work, but that's up to you.  I personally have gone and created custom listings many times for customers to work around that issue.  It's a hassle, but worth not losing the sale if it's anything valuable.

That has nothing to do with the cart as the buyer doesn’t put an item in the cart when they want to make an offer.  In your preferences do you have  “require automatic payments when a buyer makes an offer” turned off?   If so, the buyer shouldn’t have to pay when they make an offer.

Yes, if you have payment required for offers turned on they will be charged right when they accept an offer.

 

That is how that setting works.
