Am I doing eBay correctly and most effectively for maximum sales?

I am a 10 month old seller who has been trying to make as much as I can buying and selling and I have now entered into consignment with people in the area within the last month and a half. I also sell on other platforms as well. With eBay, I am wanting to know of things that I can improve on my listings/page to help them get more visibility. I was largely inactive from February till April 1st, so I know I am still recovering from that. I am listing more and more items by the day.  I am wanting to move product and create cash flow and I have dropped prices to where my items are one of, if not the lowest, in the market. A few of my numbers are as follows:

Conversion rate - 1.3%

Click Through rate - 1.0%

Average Impressions/Day (last 31 days) - 1,209

Average Page Views/Day (last 31 days) - 28

Inventory Turnover Ratio (April) - 23% currently

 

I am following the advice of Suzanne A. Wells from youtube for how to be successful, so most of my tricks I learned from her. I am just wanting to know if I have any blind spots that I am have. I also want to know if these statistics are good, bad, or on par with the rest of the field. I don't know what other similar sellers numbers are so I am having a hard time determining if I am doing well or if I can be doing better.

I have also been trying to find some of my items and I have noticed that they slip down in the search results even though I am one of, if not, the cheapest. I created a promotion today where everything is 10% off and I also am paying 3% to have all my items promoted listings. What do you think of this tactic? I look forward to hearing what you all have to say

You do realize that Paypal gives a buyer SIX MONTHS to open an item not as described case? When you have already paid your consignor for the item you sold for her, what's your plan in that situation? You can hardly return to that consignor and ask for that money back because you have to refund a buyer.
