I am advertising almost all my items just as I used to and at the same rates as I used to (not the minimum). When I compare January advertising performance for 2022 and 2023 I can see significant drop in sales amount and drop in impressions.
2022 january
57 sold (1/3 33 sold through ads)
impressions between 15k-20k
2023 january
34 sold (1/3 - 11 through ads)
impressions 6k-8k (average)
Impressions are slashed by about 50% (2022 to 2023) and number of items sold about 40% and sold through ads about 50%.

I don't have much of a sale for January 2023 :'( Its frustrating. And the impressions and views are also dropped compared to 2022. -_-

Because eBay wants you to promote at 12%-15%, because they need double the fees from their sellers.

Logically, the more people that USE promoted listings the less effective it becomes. For example, if you have "Widget A", and so do 99 other sellers. When ALL 100 of you elect to promote their Widget A, it will basically have the same effect as if none of the sellers promoted at all, other than eBay making more bank. Of course, there is a slight variation with the amount a seller is willing to spend. That spend rate needs to be increased in order to remain effective.

I can’t afford that rate 12%. It’s gotten out of control.

Some people actually believe that. Others diversify as an alternative to playing the promotions game. It also depends on your product, of course, if they are still manufactured, and your price point.

That is what happens when you remove ads the impressions flatline. Did you notice how organic impressions react the same way as the ad impressions- see screenshot above- purple line is organic, greenish is ad impressions)? They are parallel and relative to one another. When you drop ad rate the organic impressions react in tango.
