Returns are accepted within 30 days of purchase – the item must in the same condition as it arrived. This item must be returned UNOPENED. (Please contact me before returning item). The buyer is responsible for the returned shipping costs. Refunds will be issued once the item has been returned.
Much of this is either already standard eBay policy or not allowed.
I'm not clear how you can be a Top Rated Seller with only one sale. The TRS standard is much higher than that.
I would suggest that you drop the Store subscription for the time being. Contact the social media people (more reliable than the phone clerks) and ask if you can have the payment refunded due to your error in opening it too soon.
Without a Store you get up to 250 Free Listings for no charge at all. You currently have 14.

As a new seller, the number and value of your listings will be Restricted until you hit some benchmarks.
That is likely why you cannot list any more of your items.
In addition, the customer payments will be Held against your customer satisfaction for up to 30 days.
You can, however, use those Held funds to buy shipping labels through eBay at a discount from PO counter prices.
