I have an item that already has bids on it but it doesn't end for another 5 days. I have received a request from a buyer in the UK to allow him to bid on the item and have it shipped there. There doesn't appear to be anything in the listing directly that I can edit to accomplish this so I edited the shipping policy that is applied to this item.
I added the Global Shipping option to the policy (which of course affects all the items that use that policy) but when the update was applied, the response was that it couldn't be applied to that item since it has bids and the system created a copy of the original policy and applied it to that listing.
So how can I add the UK to locations that can bid and be shipped to for this item?

With an auction that has more than 12 hours to run AND has bids:
You can:
You can’t:
You "could" end your auction early, but I'm not necessarily recommending that route. It's up to you:
Whether you can end your auction listing early depends on if you’ve received any bids yet, how much time is left in the auction, and if you have a reserve price in place.
You can end your auction listing early if:

I might have missed it, but I don't see any of your items with bids. They could all be changed now to allow for UK buyers.

The item in question is here
https://www.ebay.com/itm/114139304275
There are 120+ hours left before it ends.
It does have bids in place.
The above referenced articles make no mention of revising shipping options so are not helpful.
The shipping policy in the item listing cannot be changed to a different policy.
I tried revising the shipping policy but it would not update that one item (all other items with that policy did update)
I do have Global Shipping enabled and the UK is selected as a country I can ship to in the Shipping Preferences.
When the person in the UK looks at the listing, they see a message to contact the seller to request shipping options. However, if the listing does not provide for a shipping option to the UK, how would the buyer be able to checkout?

To close this out, I spoke with an ebay rep and he indicated that nothing in the shipping policy or method could be changed, even to just add a location, once there are bids on the item.
Kinda sucks.

Kinda sucks for sure! That IS a wicked rail, too!
Looks like your bids are going well so far... maybe it'll get as high as the Brit was willing to pay. Good luck!

Well, right. I imagine if it's not an amendment that's on the list I posted in my Message #2, the listing can't be altered to add it, and since amending the shipping policy or method--even to add a location is not on the list I posted (reproduced again below), you can't alter the listing to add it. Looks like listings can be amended or revised to add things in four areas:
You can:
