Not sure I understand why it is unfair?
You save on shipping for the combined items, Buyer saves on quantity bundle/shipping and ad fee % is tied to the "reduced" price you sold the items for.
Can you better illuminate the source of the angst? You don't want to pay ad fee just due to multiples?

Ad fees? Do you mean Final Value Fees?
If buyers used the cart and makes one payment, there should only be one .30 cent charge plus 12.9% of the total paid.
If you mean listing fees if you go over your monthly allotment, you are in control of that. You know how many free listings you get each month.
So does a single listing with a quantity 12 multiple items, count as one listing or do the 12 items count as 12 against monthly allotment?

I have had this happen with my scrabble tiles before. Say the buyer clicks on a promoted ad that has variations or multiple quantities. And then they buy 4 items from that 1 ad. You get charged not only your final value fees 4 times (which I feel is appropriate), but you also get the promoted item ad fee charged to you 4 times (which I do not feel is appropriate)

I don't understand the fee's thing, either, and I see it way too often. Fees. Fees. Fees: that's what we're paying.
