What do you mean by staying active to become a seller?

What is your definition of being active? 

Being active on the boards is not necessary to be a seller. Actively buying is not necessary to be a seller. 

If and when you become a seller you need to sign into your account every day to check your messages and to see when your item sells. Then you need to continue checking messages daily in case the buyer files a dispute because disputes have to be resolved by you right away or else eBay will step in and  resolve them and give you a defect.

Register in Sri Lanka as a business
Get a Payoneer account.
