When I listed several items I had the "active content" warning show up - ran the "removal tool" and saved the items for later listing. When I went back to them I once again had the "active content" warning show up. I discoverd that apparently ebay inserted a large segment of code after the end of my listing and when I remeved it the "active content" warning went away. After again saving it I went back and the ebay code was back. Am I missing something?

Myself and others have had some weirdness happen when listing today, probably some kind of glitch. I had to completly delete a listing and start over to get it to post.

If I look at listing 323108169707 I see that there is some LastPass code being inserted in the description. I assume that you are using LastPass as a pasword manager. There is a bug with LastPass where it will add code to an eBay listing when edited. It was supposedly fixed by LastPass a few months ago but there have been recent reports of it happening again.
The issue is with LastPass, not eBay.
@shipscript knows more about this issue. Perhaps she can add more to what I posted.
If you run shipscript's Active Content tool below, it will show other possible listings with the issue.
