Are you a US based seller? A lot of foreign sellers post various issues on this board one of the more frequent involves countries where the seller has to establish a Payoneer account due to restrictions or local laws. If that is the case you need to check with eBay and the financial institutions you are working with to get your account setup.
If you signed up as a US, or other seller, under managed payments and you have provided eBay with all the information and documentation (banking information, SSN, etc.) they require but are not active I would contact eBay to find out what the issue is. Generally once they have your banking information they run through a couple of test cases to make sure the linkage is correct so that when you do go active you can get paid.
