A personal account is for casual selling, while a business account allows you to sell large quantities of products. You can also register a legal business name and customize your store with your business's branding. You will have to  pay seller fees associated with the listing and selling of your products when it is a business account from what I know.

Ebay is divided into 2 types of accounts: personal accounts and business accounts
Obviously to verify these 2 types of accounts are different, if personal, it will be quite simple because just the information of the creator and the amount of goods you sell will be limited from the beginning you have to spend more time to can sell many products, but business account requires a lot of information about your business and of course when completed ebay will open the limit for your store on ebay
