Account holds, restrictions and suspensions, selling limits

I created my eBay account in 2016, I have worked a lot since 2020, But in corona, there were issues with deliveries, and some issues, then my account goes to below standard in the UK and USA,
Then i again try to sell, but orders were very less due to below standard because we cannot run promotions on below standard account, after some time, eBay restricted my account and said you did not meet our criteria and your account is below standard, so we are restricting you, i try too much to remove this restriction, but i fail,
Now, after 1 year i log in to my account, i check everything looks fine, when i try to list a single product with 1 single qty, eBay gives the error you cannot list the item because you don't have limits, you need to increase the selling limit,
When i contact eBay and request them, please increase my limit to list my product, eBay emailed me, You can read the email at the end of this text.
Can senior give me best suggestion what is the best way, how can i remove restriction list my item to re-start selling,

You may be better served to try and contact Ebay on Facebook or Twitter.  Explain your problem there in a private message to the, not public of course.  None of us here can help you with this issue, sorry.
