Is the way to get back restricted eBay account ?

Why was it restricted? How long? I don't see any sales on this profile.

Generally, once your account is restricted or suspended, it's doubtful Ebay will restore it. If you try to open another account, they will close that one down too.

Honestly, in your case, not likely.  I hate to jump to conclusions, but so many sellers from Sri Lanka, for understandable reasons, take risks that lead to permanent bans.
