I am Seller from India. one Buyer From USA Purchase goods. I Shipped him but He does not get parcel. Now he claims for Refund and opened a case . I want to refund him money. but from few days my paypal account balance is not sufficient
now if i want to add my from my debit card- Money Add Facility is not available for india in paypal
i dont have mobile number or email so i can send him money directly.
and buyer is not agree for wait and opened case for review to ebay team
now what should i do.

Your buyer's email address should be available to you on the original Paypal transaction details. You can send him money from your phone to that email address.

But if you hit "refund" on paypal, the address magically appears.

because ebay doesn't want sellers to have that information.

Yet I can call PayPal and request it. They just make it more difficult. If eBay is that worried about sellers trying to take sales off site they should try harder to keep their sellers happy.

email is available on eBay for 14 days. Then it's off to PP to locate it.

I do not think you need to transfer money from your debit card in order to refund.
I think you can add your debit card as a funding source for your PayPal account, and when you refund PayPal will take the money from your debit card automatically.
