About Refund issue

I received an order but then I didn't have the goods so spoke to my buyer and refunded his money. But eBay did not release that amount to my buyer. So I spoke with eBay agents several times. Then eBay Agents said it will be released as soon as possible and it won't affect my account. But now my account is restricted. Is there anything that can be done about this?

Refunds can take up 1-3 days.  What did Ebay state when you found out about the restriction?  Looks like you were drop shipping and as advised here on this forum very often drop shipping is a very risky business platform.  My guess is the Doctor Strange Action Figure may have been deemed questionable concerning it's authenticity, especially coming from China.

First, quit dropshipping junk from China.

You need to add a payment source to cover any fee's or refunds not covered by the available funds in your MP account.

Your selling days is probably over here on Ebay.

     So did you cancel the order for being out of stock which would have refunded the buyer but also earned you a penalty, or did you simply refund the buyer? If it was the later you would have had to have had the funds in your bank account or Payoneer, since you are in Sri Lanka, to cover the refund. 

     As kensgiftshop mentioned drop shipping items out of China, or anywhere else for that matter, is a VERY risky business model and a lot of drop shippers don't last long before they are suspended.
