Day before yesterday I listed my gtx 1080ti founders edition for 700$ on a 5 day auction with 915$ buyout 115$ more than it is on Amazon when it's actually in stock, yesterday a brand new account no sales or anything buys it out and I'm like ok cool awesome actually. I haven't sold anything on eBay and I don't remember the process I thought to get the funds on Paypal you had to add tracking info but I'm not seeing anything on the transaction page. I did notice however that the email they use is abnormal and after a quick search I see it's from a disposable email sight. Currently I'm unsure what to do I don't actually have the money yet it's still a pending transaction but the email concerns me as to why a brand new account with an fishy email would buy a high ticket item. Any tips or suggestions?

NO. That is not how it works, though there is a popular scam that tells you otherwise.
When you have been paid, you will be able to see the funds in your account, even though PayPal may have a hold on their withdrawal before delivery is confirmed.
It's really doubtful that you're going to get paid for this, a high-scam item sold at auction. Next time, if you do decide to relist here, use fixed price only, Immediate Payment Required option set (it's on the full listing form, not the quick version), and no Make Offer. That way no one can snatch it off the market without actually paying you for it first.

To expound on what siayan said;
There is no process to get the funds in your Paypal account and the tracking number has nothing to do with it. If the buyer paid, then the transaction will show paid in your ebay or paypal account. You don't have to do anything.
And never ever open up a link in a email sent if it seems it's from ebay or the buyer about this.
The disposable email could be flag, but not necessarily, and the new account is not necessarily a red flag because sometimes people will create an new account just to buy something, just as you created a new account to sell a high ticket item.
If the payment is pending, is there any more info that paypal gives, like for an echeck or whatever?

Best to make sure funds are in PayPal but make sure eBay says ok to ship. There is a place that will show a hourglass for pending payments and a dollar sign for ok to ship. Ship from eBay preferably using ebay shipping label.
Take it slow, no hurry. Check back if there is any improvement on the payment.

Since you will be relisting this after the Unpaid Item Dispute completes:
On items like this, a Fixed Price listing with Immediate Payment Required is your safest choice.
Freight forwarders are not necessarily a problem, but an international buyer paying with Paypal will cost you extra fees. Decide if you are prepared to accept this. You can Block non-US Paypal accounts, I understand*.
Paypal will Hold your customer's cleared payment for several *days against your good customer service. This is a Buyer Protection and not personal.
*I'm in Canada myself, so I operate under slightly different rules.

Best to make sure PAYPAL says OK to ship, and eligible for seller protection.
Ebay doesn't care - they already billed you for their fees.

Right, PayPal is telling you that the payment has not cleared yet; it is only Pending, and you should not ship yet.

You can't cancel and refund now, you'll lose the 72.00 final value fee that eBay has charged you.
Successful completion of an unpaid item case will get that fee automatically removed.
Next time, list Fixed Price with Immediate Payment required.
Better yet, dont' list such a scammer's magnet on such a new account.

Most of us believe it's best to start selling 10 to 20 dollar items
until you've built up sufficient feedback, and experience, to list $700+ electronics.

That ridiculous piece of badly-translated rubbish you quoted to us is a standard scammer text. You will need to complete the Unpaid Item process in order to get your Final Value Fees refunded. (You are not going to get paid, based on the scam message you've posted here, which proves that your buyer is not real.) After 48 hours from end of listing, you will be able to open the Unpaid Item dispute. You must wait a minimum of 96 hours (4 full days) after that, and then you will have the option to close the dispute and get your fees credited. (6 days total)
If relisting again (which we would not recommend, but it's a free country), list only as Fixed Price (i.e. BuyItNow), no auction, with no Make Offer and with the Immediate Payment Required option selected (in the full listing form). That will block these types of scam buyers.

You have to make sure you do it correctly. You probably aren't going to get paid but you don't want to mess your account up. You could probably call eBay and have it closed out immmediatly. I have done that when it is obvious it was a scam.
