Follow the unpaid item process that eBay explains in detail.

You can avoid unpaid items by listing your item for a fixed price with immediate payment required and by not making or accepting any offers.

Avoid auction style listings with best offers and list all your items at a fixed buy it now price with immediate payment required checked off.  Sport bidders and non-paying bidders steer clear of these listings as they must pay instantly. Do not add best offers either with the buy it now.  

I stopped selling auction style many years ago and now I always am paid when when I have a sale.
