A buyer today claims the purchase is not authorized after we shipped out the item.
I patiently told this buyer that since it has been shipped, we could not cancel it. But we offer free shipping and return.
But this guy immediately saying he is going to call bank and the operation is not done by him, and it is not legal. To be honest I really wanted to report him to eBay because I think he was trying to make advantage of buyers.
I replied him, telling him to contact eBay and bank and setup 2 step verification on his phone to avoid things like this.
What will you do?

If he opens a payment dispute you are covered by ebay if you shipped with tracking number to address on the order.

Hmmm... my kneejerk reaction is to recall the package, especially since losing a CC dispute will cost you $20 extra. That is... if you can't make your buyer understand the option that they can return it (for free) for a full refund.

What you have described is the classic scenario when a credit card has been stolen, so the buyer could be a victim or could be a scammer.
If the item is of value, I would attempt to recall it through the carrier. Recall fees run about $12 and recalls do not always succeed.
In the past PayPal covered such fraudulent charges for sellers, I do not know what Ebay does. Other sites like Amazon cover this if you have proof of shipment with a scan.

Thank you guys for replying. I believe eBay covers this since I provided valid tracking and the tracking is purchased through eBay's site. One day I used interception and I was charged but they lost the package. I would rather pay for the shipping and return shipping. The item is only worth $20. By losing the shipping and return shipping, actually I am not going to make any money from this item. But it is fine. Things happen.

They only charge the $20 fee if you dispute the chargeback and loose. Seller should not have any problem prevailing in this instance although they may not get the item back.

There is a high probability that you will not get the package back but that should not be a problem since you should win the chargeback decision. Either the CC company will deny the cardholders claim or eBay should cover under their protection.
