4 of my 9 sales have not been paid.

4 out of the last 9 sales I've made have messaged me saying they are unable to pay for whatever reason.  It's getting really frustrating.  All these users have been new and a part of the global shipping program.  Thinking of no longer selling out of the country.  Its tough cause they beat out other buyers who have great feedback and that want to pay.

Hi, sorry to hear this. Non-payers are frustrating. Are you opening Unpaid Item Disputes to give those buyers a strike and get your Final Value Fees back?

There are a couple of things you can do to at least limit some non-payers. Have you considered selling your items as Fixed Price with Immediate Pay Required? Next, are your Buyer Requirements set to the strictest levels? Both of these actions can help block non-paying members. If you are not already doing so, below are links with more info and how-to's.

The problem may be that you do use the Global Shipping Program.

Another might be that you have only one sale and that got a neutral from the customer.

I'm not saying that you should not use the GSP.

I am saying that it is a Seller Protection program that offers few benefits for the buyer.

Instead the buyer is paying his country's duty and sales taxes * plus a small service charge for the GSP before you are told he has paid.

If the buyer did not understand this from eBay's disingenuous notice:

No additional import charges at delivery!
This item will be shipped through the Global Shipping Program and includes international tracking.
He might well be startled and annoyed by the additional and unexpected shipping costs.
On the $486 item you sold, shipping is given as $24.94 to Canada via the Global Shipping Program.
Fair enough.
But a Canadian buyer would also be charged another $31.64 by the GSP for duty and taxes* and learns that just before he pays.

Were all your  Unpaids international buyers?
Have you ever looked at your listings on another site. On ebay.ca, use the postal code K1A 0A6 -- our House of Commons in Ottawa.
Does the extra charge surprise you?

Amd remember that in an auction, the winning bidder can't see how much the import fees will be until she wins, because they are a percentage of the final value!

Now the extra charge is valid, we are supposed to pay duty and sales taxes on any item valued over $20Cdn(~$16USD) but the border officials tend to let small inexpensive items slide through as an unofficial policy so as not to spend more to collect the import fees than they could possibly collect. So there's that.

GSP aside, have you considered moving to the more popular Fixed Price listings like more than 80% of sellers.
You can even add Immediate Payment Required and the listing stays active until someone actually pays.
If they back out before paying, you don't even know there was a buyer who changed her mind when she saw the actual price she would be paying.
