Hi, I just recieved an email for the $30 promotional listing credit but everytime I click on it, It brings me to the promoting listing page. How do I implement the $30 listing credit? Thanks!

If you will set up your promotional listing campaign and then use up to $30 to pay for it next month or three months of this quarter ebay will credit you until your $30 will be used fully.
from FAQ of seller update:
"When will the promoted listings credit appear on my invoice?
After you use eBay’s promoted listings advertising service, you will see a credit on your monthly invoice each quarter. This credit will be for the amount used up to the maximum credit amount (e.g. $30 for Top Rated sellers).
We credit at the end of each month for the promoted listings credit amount used up to a maximum of $30 per quarter. Once the $30 credit is used, you will pay the ad fees based on the ad rate you select for your promoted listings campaigns.
Example: If in Month 1 of the quarter you spend $15 on promoted listings ads, you will be charged $15 on your next invoice and receive a $15 credit. If in Month 2 of the quarter you spend $10, you will be charged $10 on your next invoice and receive a $10 credit. If in Month 3 of the quarter you spend $10, you will be charged $10 on your next invoice and receive a $5 credit (the remainder of the $30 credit)."

The email you received was very likely a phishing scam email sent by hackers to get into your account. I got the same email, reported it to ebay and it was confirmed to be a fake. When you click the email's link it takes you to what looks EXACTLY like ebay's sign-in page but IT IS FAKE!! When you enter your username and password, the scammers then have all the info they need to hack into your account. After you "sign in" it redirects you to the legitimate ebay promotional listing manager page, so it is very easy to miss that something is wrong.
If your account has been hacked contact ebay right away!! Also, you can go to https://signinalert.ebay.com/sgninalrt/sessions and see all the devices that your account is currently logged into. Sign out of any devices that you don't recognize. Then change your passwords!!!! Check your purchase history to see if there are any unauthorized purchases that have been made. Check your account and see if any of your contact information has changed ESPECIALLY your shipping address.
Ebay never sends emails like that that which reference specific things about the status of your account without also sending you a duplicate in "My Messages". If you don't see the same thing in your ebay messages then the email is probably a scam. Forward any suspicious emails to spoof@ebay.com and ebay will verify if it came from them or it is a fake.

Does this $30 promotion credit offer need to be activated or if I just go into one of my listings and pay $4 to bold the title will the $4 be credited automatically? I don't want to start paying for promotions only to find at the end of the month, sorry you didn't activate the offer so you now need to pay out of pocket.

@wantsandwares Bold listing title is pointless and doesn't even work. It goes back to older days of eBay when things were basically a long list of titles.

You really need to read the email and read the info on the promotion page. The credit will be applied to sales you get via a promotional campaign you set up.

The language of this has been changed by ebay since the post date above.
It now reads as follows:
Each quarter, Top Rated Sellers receive a $30 credit and Anchor Store subscribers receive a $25 credit. Top-Rated Sellers who are also Anchor Store subscribers receive a quarterly $55 credit. Top Rated sellers are eligible to receive the credit as long as they have the status for at least one month during that quarter.
