Tell them it doesn't cost a nickel to open an eBay account.  But if you want to buy some stuff you'll need a  valid credit card or if you want to sell some stuff you'll need a checking account.

What a great consult opportunity. Tell them you can help but they have to open their own acct. $100 an hour with a retainer of one or two grand should get them going in the right direction. Make sure they understand it is USD.

A CHECKING ACCOUNT TO SELL ?????  No.

Rwanda needs to attach a Payoneer account for managed payment  payouts. They need to have a credit card for seller fees that don't come out of payouts.

Well, I'll wager that he has a clue.  Several clues.  His hope is that OP is does not, and that at leadt a few of the other eBay members he sent the same message to are likewise clueless.
