Hi. About three weeks ago I sold a pretty expensive item (about $2000). Shipped it through eBay by Priority with Signature Confirmation, tracking automatically uploaded, and didn't think about it again until last night, when the buyer opened an Item Not Received case. Buyer also wrote and said they did not receive it and asked if I insured it.
I check the tracking,and it shows delivered, three weeks ago, and signed for by the buyer! It was sent to their PO box, a confirmed address.
Still, when I logged into PayPal I had a big red -$2000 deficit that I was forced to pay back, using my credit card, when I purchased some other items using PayPal (the $2000 was tacked on to the invoice).
Question is, should I call and escalate the case, or wait? Normally I would wait, but it's a pretty large amount, and I'd like to get it refunded ASAP... on the other hand, I have read posts on this forum saying NOT to call eBay and escalate, and to just wait it out. So now I'm not sure what to do.
Assuming the buyer does not respond to the case, how long do I have to wait before eBay steps in?

Me, I don't think I'd need to go back months to find an eBay address that changed when the payment came in. People move, redirect their shipments, whatever, and may never look at their eBay address again after the day they set up the account. All I care about is that they're providing the correct PayPal Ship-To: address along with their payment for wherever it is that they want their package to go.

Update: Both cases (PayPal INR & cc chargeback) stayed open simultaneously until Friday the 27th, when I finally won the PayPal case; this morning I won the chargeback case as well and the money was put back into my account.
It's been more than two months since the sale, I'm hoping I'm finally done with this!

OP should have been covered by seller protection. Just because a seller wins the chargeback, it doesn't mean the buyers credit card didn't reverse the charge.

I meant what info did they see today that they didn't see 14 days ago. 14 days isn't what I'd consider being timely...

You are very mistaken. You MUST ship to address on the paypal payment. And because the pal allows gift addresses, what is filled out on ebay has no bearing on the payment.
I want to step in and clarify that the address provided on eBay during checkout is the address that will be in the PayPal transaction. I have tested this on multiple occassions when changing the shipping address of purchases to friends and family, and the address on PayPal's site always matches what I provided on eBay. I've seen a few comments here that these addresses may differ, so hope this helps clear up any confusion. It is not necessary to double check the address on the PayPal transaction, since this is provided to PayPal during checkout on eBay.
Additionally, @jack_mord, while I can't speak for the financial institution, I can say that our Item Not Received process closely mirrors industry standards for chargeback investigations. Having delivery confirmation with a signature is your best step towards protection. The only other recommendation I would give is to check with your courier regarding the delivery address and any potential misdelivery. Since you purchased the shipping label, you will be able to obtain proof of the exact PO box it was delivered to. As long as this matches the address the buyer provided at checkout, you should be in the clear.

ebay is notorious for glitches, especially when it comes to the shipping end of the transaction.
It is not necessary to double check the address on the PayPal transaction, since this is provided to PayPal during checkout on eBay.
So if the addresses did not match and it was somehow a 'glitch', will ebay cover the sellers loss when a buyer files and wins a paypal INR dispute?
While I can't say definitively what we would do in a hypothetical situation, we have provided financial compensation in the past for eBay system errors that led to a loss for our sellers. You also would be able to discuss with PayPal an address not being received as it should and, though I can't speak for what steps they would take, it would not be difficult for PayPal to confirm with eBay that an address was not sent over as it should have been.
In short, a seller would certainly be protected in the event that what you describe occurs. I would not recommend taking the time to double check every transaction in PayPal to see if the address matches, as this would likely be a time consuming process and ultimately not necessary.
But most of us would.
And we DO consider it ultimately necessary.
