1. I'm in ND and I believe that Ebay collects the tax for my state. On the listing form (state sales tax section), before Ebay started collecting the tax, I always inserted my state and sales tax percentage (in case someone from within my state bought from me). Can I now leave that section blank since it is now Ebay that is collecting the tax? Or have I thoroughly confused myself?
2. When doing a Sell Similar on a seller ended listing, is it best to wait a day or 2 from the end date to do the Sell Similar? Does it do the same "thing" if I don't wait and just end a listing then do the Sell Similar right away? Does it even make a difference?

1 - You can leave the tax table blank (or not) for all the States that eBay collects Sales Tax (46 I think) they will ignore your tax table even if you did fill it in or it was previous filled in.
2 - Doesn't matter, personal choice, 1 day, 2 days, 30 days, makes no difference to eBay (personal opinion, ending Fixed Price listings and then relisting them using Sell Similar is wasted effort and "may" actually be hurting you).

Yes, you can leave it blank OR you can leave it with what you had previously. If Ebay collects tax for the state, it will override what you had in that field anyway, so you don't have to bother to change it.
You can relist whenever you want. What is it that you're trying to accomplish? That may help us answer you. If you Sell Similar instead of relist, you will lose your watchers, impressions, etc. That may be a good thing or a bad thing, depending on many different factors. So, we'd need to know what you're hoping to achieve.
