How can same seller, selling exact item, have 2 seperate listings with the same ebay ID number? If you put this # in search both items come up.

There is only one listing. It's showing the same listing twice because the seller included the item in promoted listings. See the "sponsored" text?

When the listing shows twice like that (regular listing and sponsored listing right below it) can the same item be bought twice? And if that happens, isn't it an out of stock defect? Or does the second listing go away if one of them is purchased?

It is not a second listing. It is a single listing appearing twice in search because of a sponsored placement.
If you click on either one it will take you to the same item page.
You can purchase whatever quantity is available on the listing provided you're not stopped by any of the seller's blocks.

As a buyer I HATE HATE HATE the new sponsored listings. It is making my life and buying so much more labor intensive and annoying.
Less shopping equals less buying.

I KNOW!! It's like you step into a little shop that looks like it's full of a lot of yummy items, and then you start looking closer and... it NOT. It's just the same things, being put out twice. The exciting variety you thought you were going to get to browse through... isn't. Takes up the space, but doesn't add anything extra to see. In fact, it takes AWAY from what might otherwise be seen in that space. Makes shopping here a bit more difficult, a bit longer to accomplish, a bit more frustrating, and a bit more UNSURE. Sad.
