My first partial refund offer to the buyer was declined. Buyer wants larger partial refund, and to keep the item. How do I issue the larger partial refund, let her keep the item and close the case without seller resolution?
I do not see the above as a selectable option on eBay.
Trying to avoid a case without seller resolution because:
I have only sold 29 items in a year and a half — but have had three returns — from two unique buyers in that time, making my cases closed without seller resolution over 10%. How do I improve my percentage and avoid changes to my account if I sell so few items? My account standing was rated below average because of these three returns. My percentage has not improved over 3 months even though have had zero cases without seller resolution. Apparently this is because I do not sell enough items. So, I am trying to handle the above mentioned case properly so my account is not adversely affected and I do not lose selling privileges. Thank you.

To be clear, we're saying that as long as you find the buyer's original payment to you in PayPal, you will then be able to send a partial or full refund from there, and eBay will see that in the record of the sale.
It appears that I accepting the return might be the best course of action.
But here is the clinker — the buyer is a collector of these 19th century French confit pots — I hope she sends mine back and not a lesser one from her collection.
How do Sellers protect themselves from buyers not sending back the actual piece that was sold to them on EBay?
There is no foolproof way to prevent that, but in this case I don't think that should be a concern. This all started because you made a very significant error in describing the size of the item; this is not something that the buyer is making up.
Also, the buyer does want to keep the item, and would agree to a partial refund, so it does not seem like they would plan to return something else and try to get a full refund that way. I would not assume the worst here. Keep us updated on how this ends!
