it affect me a lot, after I put a max bid for an item, this buyer ID constantly put a high bid price in order to reveal my max bid. After their bid bypass my max bid, they cancel their bid so my max bid now is the highest bid.

Such as you say is if the user is working for the seller or is the seller: shill bidding.
Stop purchasing from that seller.
Now if this is happening on other than one seller:
you have some one ruining you up and still should be reported as interference.

But your MAX bid is what you're willing to pay.
I bet you're one of those that bids and then when you get outbid, you go and bid on another item. Don't ever do that.
