An item sold on June 1 and the payment is pending because the Buyer is attempting to use an echeck ... the PayPal transaction advises that it should be completed by June 19th ... I seem to recall 3-5 days was the normal time period for echecks to clear?!?

You bet, any time. It forces a call OR the use of their Chat feature. I recently used it and it was great, real time saver.
In the past i have had a couple of E-checks take much longer than they should and after discussing things with Paypal, found out that the issue was with either the ACH clearing house or even the buyers bank being slow to deal with the ACH transactions. I had to issue a refund to a buyer after they cancelled their transaction, but unfortunately Ebay had billed their fees for both accounts and so I no longer had the $350+ in my Paypal Account to cover the refund. This wound up causing the buyer to get an Echeck from me which for whatever reason was taking way to long to clear. I contacted Paypal about it because it was nearing month end and the amount still had not cleared and i was going to wind up having to pay the Ebay fees on that sale and then get my credit the next month which I was not at all happy about. They dug deep into the situation and for whatever reason the ACH clearing house was backed up, so processing was taking up to 15 days.
Hope this helps a little with the situation.

Have not had an e-check payment in quite some time, but never took more than 7 days.
Hopefully PP (unlike eBay) added some days to the estimate rather than shortening:)

In the past, PayPal would resubmit the echeck if it failed the first time. I don't know if they still do. If so, that may be a reason why it is taking so long.

I would never wait that long. You can go to your PP activity, look at that transaction and CANCEL it. I would notify my buyer that the echeck just didn't seem to want to clear and ask them to submit a proper payment ASAP to cover the item they purchased. If I didn't hear anything from them in 24-48 hours, I'd open a UID. But I would NEVER wait that long hoping an echeck cleared.

I tend to agree about not waiting that long, a week maybe but not almost 3. Just to clarify, you "cancelled" in PayPal not eBay? By doing that does it avoid an OOS strike on your eBay account? Prior to posting I actually messaged the Buyer asking if they could check with PayPal for an update on the echeck payment ... no word back ...

1. Be patient on when to expect the buyers reply. Don't know the time zone your buyer is in but you original post was sent yesterday 06.05 around 7PM pacific time zone - this could be around 9 pm on the east coast - the may have yet to read it. And your most current post is today at 2:57 AM (PT) or 5:57 AM EDT or ~9 hours ago
2. It has been a long while that I have received an e check and never was burned by one (as in it didn't clear for NSF). But do recall one from a lady that requested would it be OK if she could pay by an e check but not for about two more weeks - she was waiting for her Social Security check to be deposited to her account and she was buying this item for her grand daughter. I am human and have been in a pinch at times and folks worked with me so I said yes. Life doesn't have to be a game of hard ball all the time. Hopefully, we all will get older - heck I am 6 months away from have spent 3/4 of a century on this planet and still believe in the value of a firm handshake as long as the other person looks me straight in the eye - hard to do on the 'net.
3. Yes, I do agree there needs to be a communication between the buyer & you. But give it some time.

Good points ... I am actually treating it like a normal Auction that ends and I give Buyers up to a week to pay. Since most Auctions end on weekends, any that are unpaid by Wednesday I send a polite message asking for an update on the status of their payment ... in this case I messaged last evening (same time zone) asking if they would check with PP. After that I normally wait for either the payment or the following weekend to roll around to process a UPI ... seldom do they go that long. Some Buyers will message back others won't ...

When I sold on auctions I followed a similar F/U process as you. While I had some buyers that were up front and asked for extended payment time longer than 2 days and i complied but never had a payment issue. But on the other hand had beaucoup non payers, non communicators. So I ditched auctions and went to Fixed Price listing w/ Best Offer Options and Immediate Payment Required. Life has be good every since. This works for me but there are many ways to "skin the rabbit". To each there own, I say

For what I sell there are some things that I specifically use Auctions for because they take time to pack properly and my time during the week is more limited. So ending Auctions on Weekends gives me time to get them packed before Monday AM.

Understand. You gotta' do what works best for you. That is one example of why the eBay team doesn't understand very well when their policies are one size that fits all - yeah they split hairs by changing quantitative values to measure levels of achievement and screw ups . Guess what I'm saying is some polices are very relevant for large volume $ & unit sellers, large unit volume sellers but not large $ dollar and so on. Policies for the medium size and small seller should be a bit different from the big boys or girls. Some day when I'm king of eBay I will implement that type of policy/measurements but the chance of that happening is very slim to none for this '44 model.
eBay used to send me questionnaires about different matters - haven't had a a requests in ions. So much for staying in touch with the folks - unless one travels to some far away site or listen in on to one of the talkathons. Kinda' like politicians need election time - you get mail, see 'em on TV, etc then they run silent and deep until net elections cycle where they say look what I did - guess none of those other representative, senators had any thing to do with what happened or didn't happen. Enough time on my soap box.

I believe the time it takes for echecks to clear can vary quite a bit. As long as the buyer is aware of the issue and doesn't become hostile or overly demanding I have no problem. However, I must admit that I've had more echecks from customers go south than I ever did when we took personal checks. Go figure!

I didn't Cancel the transaction [Ebay], I cancelled the payment [PP].
As far as Ebay is concerned, it is an unpaid transaction until that payment clears. So as far as Ebay goes you are fine. As I previously stated I would then send an email to the buyer telling them that their payment did NOT go through for whatever reason there may be. I wouldn't say I cancelled it. And ask them to resubmit their payment using another means, not another echeck.
Then I'd wait a day or so. If no answer, I'd filed the UID.

When 19+ days are involved, it is likely that the first time through the buyer's bank, it bounced. 19+ days is more than enough time for an echeck to be processed even from an international bank.
On a US bank, it will get cleared inside of a week easily. If it is any longer than that, there is an issue, you may not know what that issue is, but an issue nonetheless.
