good day I ordered my jacket order number 183029467542 price 9.99 dollars date 21.1.2018 and the vendor does not respond to my emails and ebay can not contact the emails they do not work will they get through you money? thank you

When 1 day past the last estimated day of delivery, you can file a item not received request for return of your money.

This is a member to member board so there is probably nothing we can do to help you.  If you haven't received your item by now, I would suggest filing an INR with PayPal since the time limit on eBay's MBG has expired.

Ebay can only help you if you open the case suggested by previous posters, an item not received case, if you do not receive the jacket by the end date of the estimate delivery timeframe.  Open a case the next day or the day after that.

You are covered under Buyer Protection.  You might want to read up on that, for your protection.  It is a good thing to know!

The seller doesn't need to be contacted. Just file the item not received case, wait till you can have eBay step in and ask for refund.
