I wanted to drop a note and let you guys know how frustrated I am with your website and your policies.
First of all, you make it almost impossible to make contact with you.
In the last 30 days, i have listed about 25 items on your site for sale. On at least 6 occasions, buyers did not pay. After giving them 4 days to pay, I have the option to relist the item. Lets take this 1/4 ratchet I am talking about. I have had it listed two times. Both times the winning bidder failed to pay. I have the option to relist and should I and it actually get spaid for, it will have taken me over 30 days to sell an item and get paid for it. The fact that you allow someone 4 days to pay for an item is absurd. They should have 24 hours to pay for it period... If they don't have the money don't bid. Second of all what happens when I open an unpaid claim. I see I can't leave feed back. If I can't leave feed back because someone doesn't pay, the whole concept of leaving feedback means nothing. Last what is the purpose of not being able to send an invoice to something listed in Ebay motors. Makes absolutely no sense if it is a tool. After being a member for 18 plus years, you guys have a lot of improving to do. I will not be selling on Ebay anymore. I might buy something occasionally but not even sure about that. Extremely frustrated with your program as are a lot of people!!!!

This is a user-to-user board here; you are not talking to eBay itself.

Snap-On tools are not rare and have a known average retail value, so you can avoid deadbeat bidders by just deciding what you would like to get for the item, and listing it as Fixed Price rather than an auction (and without Make Offer). Also find the checkbox on the listing form for Immediate Payment Required, and then no one will be able to snatch your item off the market without actually paying you for it first.
Other links you may find useful:
Your Blocked Buyer List is here: https://www.ebay.com/bmgt/BuyerBlock?
Your Unpaid Purchases page for automatically closing Unpaid items and giving deadbeats an Unpaid slap is here: https://www.ebay.com/Cancel/Preference/UnpaidPurchase
(There is also an exception list maintained on that page if you want to exclude buyers whom you're allowing to pay late.)
Your Buyer Management page for screening buyers with Unpaid slaps in their history is here: https://www.ebay.com/bmgt/buyerrequirements
You can view the results of your screening for Unpaid buyers on your Buyer Requirements Activity Log here: https://www.ebay.com/bmgt/blockedbuyeractivities

First, you really should have read the site instructions before listing. Second, nobody from eBay reads these boards.

This is a user to user discussion board.
NPBs are a fact of life and always have been. File the NPB and follow thru and the sport bidder gets a strike. Set your account to block these sort of people from bidding or buying from you.
Make your listings Buy it now with instant payment required.

The old way was 2 days to file but then you had to wait 4 days to see if you were going to get paid. The buyer had 6 days to pay.
Sellers haven't been able to leave negative feedback going on 14 years now.
You should remove your phone number because that's not allowed.

No one here works for eBay. This is a member-to-member forum, and we "guys" are just sellers and buyers like you, trying to help one another when we can.
You can avoid the problems you're encountering by simply avoiding the auction format. Use fixed price, immediate payment required.
eBay Motors has its own formats, rules, regulations, and policies.
You should ask the moderators to remove your telephone number from your post.

List as fixed price and set it to require payment right away. That solves the non paying buyer issue.

The OP should also change from New (Other) to Used, as the description says it looks new but might have been used a few times.

So you have been an eBay member for 18 plus years and were unaware that sellers haven't been allowed to leave negative FB for buyers and that that rule has been in effect for at least 12 years?
And you also did not realize that these forums are made up of eBay buyers and sellers, not eBay employees, hence every time you mention "you guys" you are addressing a group that probably is not present here.

This isn't ebay customer service. It is a Q&A forum made up of sellers and buyers like yourself, so the people you are addressing won't see this message.

Your "BOX only" listing needs to be listed under everything else category.
You are not following ebay policy.

I’m pretty sure it’s been 14 years, long time to not know this. EBay makes it clear this is the eBay community, not staff. Also OPs reluctance to use fixed price with immediate payment required is confusing. Why not, OP? Also, heed what @ d-k treasures said about listing as new. EBay has become relentless about suspending users who fudge even a little bit about condition. If it is used even once, it is used, not new other. New other usually refers to original box, packaging , etc. not included, not used once or twice. Why they are suddenly cracking down on this is kind of surprising, as they have been rather lax over the past few years.
