So, I have been going in circles on here for maybe half an hour trying to find an answer.. a person bought a book from me in the middle of the night, even paid and now wants to cancel.. I try to okay the cancel, but it keeps asking for my banking info.. I am so new that the money doesnt even come directly to me yet, I entered my bank card and it still says the same thing.. Not sure how to get ahold of ebay itself.

Since the buyer paid and eBay is already processing their payment, they may not be able stop the process at this point. Thus, they may take the refund from your bank to repay the buyer. When the buyer's payment processing is complete, eBay will refund you.
A bankcard can be used as a backup payment method for fees if your bank account does not carry sufficient funds. Have you completed verification of your bank account? The system may be asking for that.

This help page has the chat or callback option displayed on the screen. If a help page contains only a chat button, and if robochat opens, then type "agent" into the chat box and you will be shown options to either chat with a human or request a callback.

have you not set up your Managed Payments account providing a checking account and the last 4 of your SSN?
A bank card won't work, it needs to be a checking account.
