The accepted payment methods for sellers is, in most categories, either PayPal or eBay Managed Payments (if the account is eligible). Thank you, @Anonymous! We're having trouble understanding the Sri Lankan sellers and the (legal) PayPal connection... and the posts keep coming and coming. Can you clear this up for us?

I can definitely look into that further, but I'm not 100% sure what the issue is based on the information you've provided. Could you clarify/give more information on what's happening, and what you're doing when it happens? A screenshot, and anything else you feel might be relevant, would also be helpful.

People in Sri Lanka can not legally accept payments through Pay Pal.
They get around this restriction by buying Pay Pal accounts from other countries.
They use fake addresses to bypass the restrictions.
They buy Ebay accounts.
The ones trying to sell here are all frauds.

Thanks for clarifying your question.
The information I've found has been the same as @kensgiftshop mentioned. It appears that PayPal will allow Sri Lanka users to send payments, but do not allow a bank account to be connected to accept payments as a merchant/seller.
All this being said, the most definitive answer on what PayPal services are available to you would be from PayPal Support. You can see the various options for PayPal support here: https://www.paypal.com/us/smarthelp/home. It might be worth your time to do some browsing on their community boards, or contact their support directly for more clarity.

We just don't know what to tell the new Sri Lanka sellers and they come here with the same questions every time! Maybe they don't understand. We've tried telling them that they cannot accept sales payments through PayPal.
Now, we'll know to refer them to the PayPal link and to "do some browsing on their community boards". I didn't even know they had community boards...
I saw one post today where a seller from Sri Lanka complained that his account was disabled. Maybe that is starting, and we'll need that answer, too. Are the accounts becoming disabled? I can't post on the M2M board, but know that @kensgiftshop replies to them as best he can. Let us know if you get an answer to that, please!

Thanks for replying and providing more information.
There isn't anything in our policies that I could find that explicitly prohibits users in Sri Lanka creating an eBay account. However, if there is an area that we've had a higher percentage of fraud trouble with than average, there can be additional scrutiny added to those accounts.
My knowledge is somewhat limited in that area, as I don't directly deal with account suspensions/restrictions. But I will say, that we generally do not restrict accounts, or revoke selling privileges, without good reason. For obvious reason I can't go into what happened with a certain user, but that is our general process.
