How do I send offers to past customers if they are not currently watching an item? Can I send a listing to them?

You need to engage them in conversation first. No one likes random solicitations out of the blue...

I've contacted my past buyers through message to let them know that I have new products they might be interested in. I had been engaged already through messages and just dug up an old message that was in the trash.

If not, everyone has a contact link on their feedback page that you can use.

Thank you for your help. I have had multiple conversations with a couple of my customers and they want me to send them the listing itself, so that they can buy there and then. Is there a way to send them a direct link to my listing or do they have to go into my store and find it? Thanks again for your help.

Best to send them to all of your listings with a search and they can browse. Another options is, for example, to send them to your listings with a key word.  "coin" for example in the link below.
