'New' is not a valid value for ConditionID.
You are not specifying either shipping options or shipping profile name.
You use a return profile name, and return options. Do one or the other, not both. (I do not know for sure, but think the profile options are more important than individual options, so even if an option has an asterick, delete the column and let the profile do the work). Your RefundOption has an incorrect value. You may wish to delete the RefundOption column.
What is the column following StartPrice? Is it MinimumBestOfferPrice? If so, these are more than the StartPrice. This should be a value lower than StartPrice.
Have you checked your Descriptions for linefeeds? These will cause FileExchange to choke. You can look at the csv file in NotePad. Any small black squares that display are control characters and should be deleted.
