eBay is aware of the erroroneous $1 fee for GalleryPlus in exempt categories (Art, Antiques, Collectibles, and Pottery & Glass) where it should be free. You may wish to contact customer support with the ticket# on this page to get a credit.
Since GalleryPlus is an insertion fee, removing it after it lists will not refund the initial fee.
And since it is automatically applied to Art, Antiques, Collectibles, and Pottery & Glass, I don't think that "removing" the feature will make it go away or keep it away. You may just want to wait until eBay repairs the problem and then request a refund (if it is not automatic) when the system settles.
If you want to try to turn off GalleryPlus, download your item numbers from Seller Hub > Reports
and create a spreadsheet that looks like this:
Action,ItemID,GalleryType
Revise,123456789012,None
Revise,234567890123,None
Upload that spreadsheet to Seller Hub > Reports > Uploads
However, I don't have any faith that it will actually go away, since it is internally applied to the Collectibles category.
