There is no function that lets me sell on my mobile ebay app, is it only for USA sellers? I live in norway.

1) Be careful what you wish for. Some members are not impressed with the selling features of the eBay mobile app.
2) I know of no issues that would keep you from doing as you wish. My eBay app works fine from the US. Since you are registered on the US site, I see no reason you can not do this.
3) I tried setting my location to Norway (you must turn off Auto-detect in your location settings, and set the country to the desired setting). When I did, there was no 'List an item' box available. When I set it to UK, the option returned. I do not know why this is so.
4) You can also use your device as a desktop (lot of scrolling, but workable). See the instructions to do so below...
For mobile devices - You can use your device's browser to access eBay, just like a desktop.
Tap your device's browser icon, tap the url (address) line, the type in ebay.com,
Enlarge the page, and Tap Sign in, once you are signed in...

Note: This 'desktop' version allows access to most account options. This is dangerous on mobile devices, which are easily lost or stolen. One should sign out of the 'desktop' version when done.
If your mobile device is lost or stolen, call eBay immediately, and ask them to cancel the session, for that mobile device.

Some people do not like change. The present mobile app is much different than the last. This causes a lot of angst, even tho this app has a better future than the last.
Change is the only constant in this ever changing world...
