I do not know of a forum on eBay dedicated to spreadsheets. We do discuss spreadsheet functions here on occasion.
However, if you really want the skinny on spreadsheets, Google Spreadsheet blog. There is an excellent blog by the spreadsheet guru, for excel and others for google spreadsheets. Discussions and questions are answered.
