I'm not sure if this is new or if it's just being pushed as of late by Ebay but it's a bad policy to have in place. The seller lists and sells an item. The buyer leaves feedback. End of discussion.
I've been on Ebay for nearly 20 years and recently I had to finally leave less than positive feedback. The seller sold absolute garbage. It was too cheap to bother with a return but I did leave neutral feeedback which was kind. I then got conted by the seller. When I explained why I left the feedback that I did, the seller got snarky and accused me of going through life angry. What utter **bleep**. I don't need the lecture.
There's already room for the seller to explain themselves and that should be all that's needed. If a seller wants positive feedback, then conduct a positive exchange. When a seller is being difficult, that's quite easily remedied by the seller's comment.

feedback revisions have been around for as long as I can remember. (have been on eBay waaaay longer that this iD shows me)
the only neutral left that I see is over 90 days old, so too late to revise.
If it was not that old you could have the seller send a "revision request" and provide a "revised" deserved feedback rating for the overall transaction.
