eBay warned that non-complying listings would be blocked from relisting. Sellers can manually relist a violating listing to the point where the description can be edited, and fix it there, but that is a one-at-a-time proposition.
Active listings can be repaired in bulk using eBay's BEAR tool or using the Bulk Active Content Editor, but once sellers allow those listings to end, there is no easy bulk repair method.
I was able to acquire (scrape) ended item numbers from a seller's ended item search pages, but was hoping there might be easier ways to access ended items, perhaps from File Exchange or Selling Manager Pro or Turbo Lister?
Once I have those item numbers that are still within the 90 day hosting window, the Bulk Active Content Editor can retrieve and repair the item descriptions, but has nowhere to put them. Is there such a thing as "relist" with revised data fields in any of eBay's bulk tools?

@shipscript - Thank you for posting this concern.
File Exchange and Turbo Lister does have the ability to download or gather ended listings item numbers within 90 days period.
If all you needed was item numbers, this process is available.
File Exchange - FE can get a report of items that has been unsold or sold within 90 days worth. Information is limited. If you can generate the description from the Item ID, then sellers can upload a "Relist" action through File Exchange that performs a relist and revise process at the same time.
Turbo Lister (for small or medium volume) - TL has the option to export data from the "Ended Listings" folder. Synchronization option through Turbo Lister can gather information upwards to 90 days worth. From there, listings can be exported to a spreadsheet/CSV file that will provide the item number and all other listing information. This file can be adjusted and imported back into Turbo Lister to create new listings from, then seller can use Turbo Lister to submit a new listing with changes.

To confirm, when "Relist" is the action verb in File Exchange, are we allowed to include a "Description" column with a revised description?
Similarly, may a seller "Relist" with a column of new "PicURL" data?
"Description" and "PicURL" are two important data fields that FE does not supply the seller, and those can be acquired by the Bulk Active Content Editor and the Bulk Photo Scanner, so we can provide appropriate data to FE for relisting ended items if the relist verb allows the other data columns in the job.

@shipscript - Yes. The Action value would be "Relist". The relist file can have any headers the user needs to make revisions on ended listings.
**Field dependency still applies.**
Just like a "Revise" action, any header in the file, our system will attempt a "replace/revise" of the information that is already on the listing. If the information is the same, our system will ignore the column values.
