I'm trying to set up a promoted listing sale through my dashboard.
I selected the categories I was interested in and went to the next screen where I was promoted to dowload a CSV file to my computer to edit to set the rate for each item.
I did that and saved it and then uploaded it back to ebay and was given this error.
We can't upload your listings because mandatory headers "Item ID" and "Ad Rate" are missing in the file.
Here is the first few lines of the file as viewed in Windows Notepad. I substituted my item numbers in the bit I pasted below.
"Item ID","Ad Rate"
111111111111,2
2222222222,2
It looks perfectly formatted but fails.
Anyone have any thoughts?

If you are adding the quotes, don't. The quotes that are showing in your example may be what is causing the headings to be unrecognized.

The ItemID, I can be certain of. The ItemID field is represented by the Title ItemID in all things eBay. The API, FileExchange and TurboLister all follow this convention.
The AdRate, is not listed as a field on the API or is it documented in FileExchange. However, all other fields leave out any spaces between words. So I am fairly confidant that AdRate would be the correct usage.

Regrettably that change gave the same error. Hope they get this fixed since they are retiring markdown manager in a few days.
Just to document, the changed file looks like this (product ids changed)
"ItemID","AdRate"

I do not know if this is one of the Apps from the Advanced Apps team, but would think they could forward reports to the appropriate dept.
Send an email, from your registered email account, to turbodata@ebay.com. Include your userid and as much detail about the issue as possible.

@thehistoricalarchive - Thank you for posting your concerns on this Community Board thread.
You can use File Exchange to download your active listings, but the uploaded file to Promoted Listings has to be formatted like this:
It's different than File Exchange upload headers. You should have spaces in the headers.
These are the only two headers you need in the file when uploading to Promoted Listings.
If you are getting an error message of the Item ID being invalid or missing, it could be that the Item ID information in your file wasn't formatted to numbers with zero decimal places, which will help Excel retain the numbers/values upon saving the file.

I double checked all that and still get this error:

I don't know which file format is valid to upload. From your example, it appears to be a "Tab Delimited CSV" file.
Can you please try to upload it as Comma Separated Variable file?
It should look something like this:

Hello - I am encountering this same error.
This users issue seemed to be resolved by removing " " around the headings.
I do not have those, and from what I can tell my file is in the same format as the official ebay response within this thread.
I've opened my file in Numbers (the apple version of Excel) -- could that be an issue? Hopefully not, since there are a lot of Mac users out there.

Any spreadsheet will work, but you must save the csv file as a DOS csv file. FileExchange expects the DOS end of line characters. IT will not function with Apple end of line characters.
