Beginning June 1, 2022, Ebay began charging the Promoted Listing fee based on the total of the sales price + tax + shipping instead of on the sales price only on items sold from our store. I spoke to a customer service rep who looked into this and informed me that I had erroneously been charged the Express Add Fee instead of the Standard Add Fee. She will be issuing a credit to my account as well as accelerating this issue to the IT department to look into.
If you are using Promotional Listings, you will probably want to keep a close watch on your fees.

Update: The csr who assisted me with this issue later came back to the phone and told me that I should expect to see the fees based on the total amount paid by the customer, including taxes and shipping, from now on, and that Ebay was calculating it this way because they are now giving even more exposure for our items. I asked why there was no announcement of this, and she couldn't tell me. She said that Ebay sent out emails to everyone, but she checked, and they had somehow missed sending it to me - that's why they had decided to refund me the fees since I had not been made aware.
This all seems very strange and suspicious to me. I mean, if I wanted to pay more for more exposure I could simply increase the percentage, right? But Ebay is forcing me to pay for more exposure (although I have no way of knowing if I really am getting more exposure).
So if I sell a somewhat heavy item for $12, and the shipping is $16, I'm going to be paying a higher promotional listing fee on the shipping than on the actual item!!!
Anyone have any info on this?

Sorry, but I'm not finding anything in the Winter Update that discusses "fees based on the total amount paid by the customer, including taxes and shipping" for promoted listings. Where did you see that exactly?
