HELP PLEASE! A client wants to purchase a pair of shoes from my store, he said he gets the message that I "do not ship to California." I check the listing and I did not set up an exclusion for California, how can I resolve this matter so that he can purchase the pair shoes, or could this be a scam?

I have no idea what is going on with your purchaser. It may be some law in California is creating their problem if real.
If you do not state it in the listing: I know of no way for a US user to block states. I do know states have law prohibiting certain item being shipped into their states.
I wounder if they are just trying to get you to sell off eBay to scam you.
Oh and do not give out your PayPal info or email on such. It is to send you FAKE payment notices hoping you will not see they are fake by checking PayPal and ship the item. No adding gift cards to a purchaser.
Also a scam.
Being a new seller you are a target for scammers. If in doubt come and ask on the community boards.

In checking your tiger cup listing it shows shipping as 16.80 when I use 90210. Sounds like something fishy with your particular customer. I couldn't see any listings that could be questionable.

A seller can not exclude California as a shipping location. You can exclude a PO box, but that is about it. If you have no exclusions, your "buyer" is probably a "scammer" who sees your low feedback as an invitation to shenanigans.
Typically, that type of scammer is attempting to get you to communicate outside of eBay to reveal your email or paypal address to move forward with the scam. The scam would include a fake PayPal payment receipt, with the hope that you would ship before noticing that you have not been paid.
If a scammer commits to a purchase, but fails to pay, file an Unpaid Item report in the resolution center.
