New to File Exchange - Can you dictate ending times in an CSV upload? as in if i want to bulk upload 20 items in a csv file, can i stagger the end times by 1 min each

No, but you can stagger the start times. In the US, scheduling may incur a fee if you have a store, but is free if you don't have a store. Check the fees on your local site.
To schedule a listing, your spreadsheet should have a column titled ScheduleTime.
The date/time values for each listing are formatted like this: YYYY-MM-DD HH:MM:SS, where hours must be specified in 24-hour format. An example for 2:30 in the afternoon, local time: 2022-10-20 14:30:00
However, the spreadsheet time is GMT or Universal Time or Zulu or UK time. For "eBay time" in Australia, add 10 hours on the spreadsheet to get to eBay's official time in Sydney Australia.
Listing times on eBay.com.au are shown in Australian Eastern Time (AEST or AEDT).

I misstated the direction to GMT. Since you are on the other side of the date line, you would subtract that 10 hours to get back to GMT hours, and then pay attention to any date rollover. But you probably figured that out on your own.
