It's a bug in the app.
The eBay app is currently having a problem filtering by item condition, but if you use a browser rather than the eBay app, you can still use that condition filter.

Has this happened again? I can’t see the option on app or desktop browser?

I still see the Condition filter in a browser and in the app.
Try another browser, and make sure you have the latest version of the eBay app.
