Name and what third party application lets me do charge a late payment to buyers. I need this third party app because I cant trust people with buying. Stuff needs to be paid on time. I need to know.

You can't charge a late payment fee to buyers. They have 4 days to pay, and if not paid by then you cancel the transaction citing unpaid.

You can list buy now with immediate payment required but then you still can't force them to pay after they hit that buy button.

Good luck with that. If buyers were hit with a late charge, do you think they would come back and buy?? Not going to happen.

In the industry, late payments only apply to goods delivered on "credit". On eBay, the goods can only be delivered if payment has been received. I can not envision any way a late charge could be legally applied for items not yet received.

 

As @fab_finds4u  instructed, your best approach is to cancel the sale after the fourth day of non-payment (using the non-payment reason). That will apply a strike against the buyer, will refund your final value fee, and you will then be able to relist on that fifth day.

I want to add that, as a new seller of consumer electronics on this account, you will likely be the target of scammers trying to talk you into texting and disclosing your email address so that they can send you a fake payment message (perhaps with an overpayment, requesting you include some gift cards). Be wary of such offers and report them to eBay if they have entered into a transaction (bid, buy, or offer).

Those scammers typically don't pay, and you will need to cancel for non-payment.  If they simply message you, ignore their messages.

 

To short-circuit most of those scams, list as fixed price and use immediate-payment-required on your listings.
