Hi @bavarworkshop! What you are requesting is a listing level concept, and so the answer is no. Unfortunately, it cannot be added to a CSV file and used with Seller Hub reports.
Having said that, you can create shipping overrides on specific shipping policies you create if that will work as an alternative option for what you're wanting to do. You would do this in your Business Policies page and if you're not familiar with it, you can go here to learn more.
