I'm very frustrated. I have had customer service call me back twice - both from some overseas service center. They don't understand and/or try to resolve issues - they only read some canned wording they are given. Is there any way to get someone in the U.S. anymore?

First, be sure the callback request is from a eBay help page related to your question, as that is supposed to connect to an appropriately trained agent.
If the agent is unable to help, requesting another callback can often get a better agent. Or you might ask for a supervisor. As far as I can tell, the supervisors for the US site are in the US. If you were to ask for a supervisor, the agent would need to put in a separate call to a US supervisor and hold in that queue until one is available, and that could only occur during normal US working hours, so agents will sometimes say that is not possible or may seem to drop the call while in the queue for a supervisor, particularly if wait times are too long. Calling in the morning, US time, would make it easier to reach a supervisor in Utah.

Actually Ebay has made it harder for customer service to be contacted to the point that they have take the phone number and the "Have ebay call you" off of their pages....its becoming increasingly frustraiting.

We are currently having an issue with a fraudulent buyer. The buyer paid for return shipping but had it addressed to a different name and address but same city and state. The reason why we know it was addressed to someone different is the post office stated that it was. They closed the return a day early even though they said they would extend the period five days. Ebay actually suspended the buyers account a few days after we contacted them due to suspicious activity but they still wont give us our money. Feels like we are going around in circles trying to explain the situation to a different agent and they don't seem to understand what we are saying to them. The just look at the generic tracking and say it was delivered but wont put two and two together. they block the buyer for fraud and we keep telling them we just experienced fraud from the buyer but all they do is thank us for the years of business but don't solve our problem. They are charging more and giving us less for service. Thanks Ebay.

This is called the tracking number scam. Get a letter from your post office that states the package was not addressed to you (it was probably sent to a business in your zip). You may also find that the postage was for an item too small and too lightweight for your item, so get that postage detail as well.
Open an appeal and upload your letter. Mention the tracking number scam.
