With the new rules coming in April only GTC available, I want to start to change my 10 day Auto Relist to GTC format
I tried using a revise file exchange template but I get the error
Error - Duration cannot be revised, possible reasons: the item has bid or active Best Offers or is ending in 12 hours, the item is a shop item, or the item is an ad-format item.|
Is there a way of not having to end all 140000 items and then having to relist them

I suspect that your listings may be covered by different options available on different listing flows. FileExchange cannot remove some options.
You might try this...
On one of your accounts, go to the active listings page, select one or two listings. Click Actions. Now click 'Remove Automation rules'. Note...I suggest just one or two, so that you can replace the Auto relist function on these using the Advanced listing form, if this does not work.
Now try to 'Revise' that/those items. Do you still get the same error?
Since FileExchange cannot address automation rules, this may help, or not. I have never run into this situation before.
You may also report this to the Advanced Apps team. See if they have a solution. A phone call to Utah, may be an expensive call. You might email them at turbodata@ebay.com. Include a userid and a upload results file reference number.
Please reply to this thread, with their solution. It may help other members.

It is simply not possible to change the duration of an active listing to (or from) the GTC duration.
My understanding of the new policy is that when your listings renew after the deadline, they will automatically be converted to GTC by eBay:
"Starting in mid-March 2019, the listing duration for all new fixed price listings on eBay will be Good 'Til Cancelled. Existing fixed price listings that are not Good 'Til Cancelled will continue until they sell or end at their specified duration. If a short-duration fixed price item is relisted, the duration will be set to Good 'Til Cancelled upon relist."

We are not allowed to change listing durations on an active listing, so, unless you have a reason to change the renewal date, I would just sit back and let eBay automatically convert the listings starting in March.
The "auto-relist" is of some concern because that is not addressed in the update info. I would hope that GTC listings can not be made subject to that automation rule, but I've never tried.
@Anonymous Is this something you can double-confirm? Will eBay's GTC conversions correctly shed automation rules?

Last year I used FileExchange to change many listings from GTC to 30 day. This am I ran a test on 5 listings. Two changed from 30 day to GTC, the rest gave the same error as the OP received. I was not successful at changing the 2 listings back to 30 days.
I believe that the three did not change in the first test may have been listed in eBay's DB as 'StoreInventory', and the other two not (old listings). I think the 'StoreInventory' is an aspect of eBay's API changes, although I am not sure of this.
I imagine that in the very near future your answer will be completely correct.
I gave the OP the above advice, because FileExchange does not affect 'Automation' rules. Simply 'End'ing these listings and 'Revise'ing them with FileExchange, may not re-instate the automation rules (which are of course, unneeded for GTC). (And I had hoped the OP might relay then answer from the Advanced Apps team)

Hi @shipscript! I just heard back about this. Items with auto relist rules will relist as Good Til Cancelled and the auto relist rule will be dropped from the listing, so automation rules will not be on the listings going forward.
