I've tried for the last few hours to upload this test file exchange file but I haven't been able to get passed Error 37. I'm not sure what I'm doing wrong here, these are the values I have assigned:
ShippingType = Flat
ShippingService-1:Option = QUEBEC_PostRegularParcel
ShippingService-1:Cost = 15.00
ShippingService-1:Priority = 1
ShippingService-1:ShippingSurcharge = 0
With these entries I appear to have followed the ebay file exchanges PDF guidelines but am still receiving an "Item.ShippingDetails" error. It is the only error I am receiving. I have tried numerous other entries but I still get this error.
Please help me. What do I need to fix? At this point any help or advice would be greatly appreciated.

Thanks for the screen shot!
Looks as if you are providing two shipping services. Both appear to have a priority of 1.
Make sure your Action statement, in cell A1, has Country=CA,
You may have just blanked your paypal address for this screen shot...Good.
Your StartPrice does not need the CS in the cell. Just be sure your Action statement has Currency=CAD if you are listing on the CA site, or USD for the US site.
Location needs to be 'City, Country'. You cannot use a postal code in this field.
You are not specifying a DispatchTime.
It is always a good idea to use VerifyAdd, instead of Add, as you are doing testing. This can help you avoid an accidental duplicate listing.

Thank you so much for your prompt reply! I just have a few follow-up questions:
1 - Do I replace the A1 column with a 'Country' column and shift over the Action column?
2 - You mentioned having the 'Action statement has Currency=CAD'. Do I add a 'Currency' column?
3 - Do I need to add a 'DispatchTime' column and a time value.

No, do not replace the Action column!
If you are selling on the US site, your Action statement should be...
Action(SiteID=US|Country=CA|Currency=USD)
The 'Country=CA' is because the product is located in Canada.
If you are listing on the Canada site....
Action(SiteID=Canada|Country=CA|Currency=CAD)
You already have a DispatchTimeMax column...it is just empty. See column AD.
This is the number of days that you will need to process an order and deliver it to the postal office.

Okay I've done everything you've said! Not sure why but I'm still the only error I'm getting:
"Error - Input data for tag <Item.ShippingDetails> is invalid or missing. Please check API documentation.|Item.ShippingDetails|"
A1 = *Action(SiteID=US|Country=CA|Currency=CAD|Version=941)
I really appreciate your help here. I'm about to give up though to be honest, I've tried uploading this file dozens of times. I will post the document here and hope someone can look at it and figure out what I've done wrong. I've consulted the file exchange advanced pdf thoroughly. But don't know what else to do.

I understand your frustration. Learning FileExchange was a challenge. My biggest issue was with...wait for it...shipping options
Honestly, unless you are planning to add many more items, or need to manage your items with FileExchange, FE may not be the best use of your time.
I have a partner that uses the Advanced Listing form, entering one at a time. I use FileExchange to list many. She outperforms me.
Your ignorance is not an issue here. I am ignorant about many things (come on now, don't everybody agree at once!).
You do still have some small issues with your file (see below),but they do not relate to shipping. The biggest is that I can not see all of the cell titles. But someone can..@mykal@ebay can. They can see into your upload file and can tell you what else may be causing your issue.
It may be a bit before they see my @ mention above. You might repost with the upload reference number of your latest upload.
Cells AM and AN need 'C:' in front of the heading. These are item specifics, and will be ignored without the C:.
Cell AP may be an issue. All items need a Brand and MPN. Zero is not valid. Looks like you have an MPN (manufacturer's part number) in the title. Put it in Cell AP.
Add info in Cells AG and AF. I thought they were in the first screen shot.
You could also add Product:UPC and C:UPC. This, along with the Brand and MPN will help your sale, via Google search. If you do not have a UPC, google the MPN. Someone is selling the item somewhere, and will have the UPC included. Do not worry about copying a UPC. It does not belong to another seller, but to the company that manufactures the product. If you still can not find a UPC, place 'Does not apply' in the UPC cells.

Wow really can't express how much I appreciate the help!! I do have a large amount of items to bulk post as soon as I get the file exchange format down right!
That being said, I've made several changes since last posting and I believe I've narrowed down the error.
I've changed the location of the item and have selected the appropriate shipping programs which seems to have stopped giving me the Error 37. Now the problem is that I'm getting another error relating to the returns policy, even though I have marked returns as 'ReturnsNotAccepted'.
I used to have 'ReturnsAccepted' and the 'ReturnsWithinOption' = Days_7 and 'ReturnProfileName' filled in but I still received the error.
This is ridiculous, all I want to do is post an item to ebay via file exchange and its turning out to be the most convoluted process ever. At this point though, I do think that I am close. Once I get this to work I will be adding in UPC info most likely.
I am actually losing sleep over this. Come on ebay!

ReturnProfileName and return columns are mutually exclusive. Meaning that the profile takes presidence. If you use a return profile, do not fill in the returns fields.
The same applies to PaymentProfileName and ShippingProfileName.
All of these profiles must be predefined using your Business policies section in My eBay.
The profile names must be spelled correctly and use the same punctuation and capitalization as defined in your Business policies in My eBay.

Hey I've finally figured it out! This took way longer than it should have. Instead of having a 'ReturnsOption' column, which for some reason the default template gave me, I changed it to 'ReturnsAcceptedOption' and inputed 'ReturnsAccepted'. This seemed to fix the '...specify return policy...' error.
Hopefully this thread can help anyone else currently wrestling with file exchange. BIG thanks to dollybeauty without whom I would still be stuck in the trial and error phase. Good luck to the rest of you. I'm going to go get some sleep.
